Land Development

Buy a Developed Lot 

You can buy developed lots from Yukon government for:

  • single-family residences;
  • multi-family residences;
  • commercial use; or
  • industrial use.

When Yukon government develops new lots, they offer them through a land lottery or tender. Any remaining lots after the lottery and tender processes are offered over the counter. Over-the-counter lots are sold on a 1st-come, 1st-serve basis. 


Dhäl Gähy (Mountain Ridge) Subdivision Development

Yukon government is currently working on the Willow Acres Residential Infill Project -- the Dhäl Gähy (Mountain Ridge) Subdivision -- which will see over 40 new lots developed behind Spruce Street. Development will commence in the summer of 2024, and be completed in the summer of 2025.  


Willow Acres Country Residential Extension

A Concept Plan for the planned  Willow Acres country residential extension (Area 3 in the Official Community Plan) was presented to Council on October 11, 2023.  

Council passed Motion #272-23 directing Administration and Land Development Branch to proceed with Option 2 of the Country Residential Area 3 lot development, to incorporate additional trail spaces and ensure that each lot meets the existing zoning bylaw minimum lot size of I ha.


Apply for a Development Permit

If you plan to:

  • Undertake construction of a new building or make an alteration or addition to an existing building;
  • Change the use or intensity of use of a building or property;
  • Prepare a lot for development by removing topsoil, gravel or other surface materials;
  • Cut and/or remove trees before having title to the property or where the cutting and/or remove is in preparation for development;
  • Undertake earthworks such as excavation for construction, drainage work, driveway installation and placement of culverts;
  • Undertake any development requiring a variance to a requirement such as side or front yard setback, building height, etc. 

You will need to apply for a development permit from the Village of Haines Junction. A development permit gives you permission to develop property according to standards, regulations and land-use goals. This includes residential and commercial use, building setbacks, maximum height, number and minimum or maximum sizes of buildings and parking requirements based on the zoning bylaws.

In applying for a permit, you will need to be familiar with the Haines Junction Zoning Bylaw.


Apply for a Variance under the Village of Haines Junction Zoning Bylaw

Any person who is aggrieved by a decision made under the Zoning Bylaw, may appeal in writing within thirty (30) days of the decision, to the Board of Variance. An appeal may be made to the Board of Variance when:

  • An application for a development permit has been refused
  • A development permit is issued subject to condition

Within 30 days of receipt of a Notice of Appeal, the Board of Variance will hold a public hearing regarding the appeal. The Board will give its decision in writing, together with reasons for the decision, within five (5) days of the conclusion of the Public Hearing.  

A person may appeal a decision of the Board of Variance to Council.


Apply to Change Zoning (Amend the Zoning Bylaw)

Applications may be made to amend the Zoning map to change the zone governing any land within the Village of Haines Junction. If you plan to apply for an amendment, please note:

Upon receipt of an application to amend the bylaw, a Development Officer shall:

  • Carry out an analysis of the potential impacts of the proposed amendment
  • Prepare an administrative report on the proposed amendment along with a recommendation
  • Submit a copy of the report to Council.

 Upon receipt of the report from the Development Officer, Council shall:

  • Review the report from the Development Officer
  • Before approving a text, map or site rezoning amendment request, Council shall comply with those requirements and notification procedures set out in the Municipal Act.


Apply for a Building Permit

You need a residential building permit if you're doing any of the following:

  • Demolishing, moving or building a structure
    • Moving and placement of mobile homes or modular buildings
    • Building residential accessory structures and storage buildings over 130 square feet
    • Building commercial accessory structures and storage buildings of any size
    • Decks that require guards or handrails
  • Renovations, structural changes or upgrades
    • Creating a bedroom or changing or creating bedroom windows
    • Exits or stairs, barrier-free ramps and washrooms, sprinkler or fire alarm systems and insulation and vapour barrier
    • Changing or adding new plumbing (not including changing fixtures)
    • Changing or relocating chimneys
  • Heating equipment installation or replacement
    • Woodstoves, pellet stoves, oil-fired space heaters and fuel-fired equipment
    • Installing fuel tanks
  • Changing the use of a building
  • Creating multiple dwelling units or a secondary residential suite

You will need to apply for a building permit from the Government of Yukon.
